LONG-TERM DEVELOPMENT: Based on NAC’s more than 40 years of work in Afghanistan, NAC staff and the board have worked to formulate our approach to conditions for aid in a Taliban-controlled Afghanistan. NAC’s White Paper, Aid and Conditionality. Reference is made to our values and principles and how these help shape the key areas of conditionality for the Afghanistan Committee: corruption, human rights and women’s rights.

The White Paper draws on a discussion paper launched in October 2022 in cooperation with Conow. The purpose of the discussion paper was to to facilitate strategic thinking on the conditionality and the future of aid in Afghanistan today.
The report was based on interviews conducted by NAC staff in Afghanistan, and highlighted several dilemmas that international organizations now face in the continuation of humanitarian and long-term aid in Afghanistan. In addition, the analysis drew on input from international experts who reflect on conditionality, the nature of aid, and the role of women’s rights.
